In an effort to be consistent, The Rivendell Council has discussed and set up the following:

Laws

No fighting/sparring in the tavern
No stealing in the tavern
Remove weapons/helms upon entering the tavern

No fighting/sparring on the tavern grounds (see area map)
No stealing on the tavern grounds (see area map)

Penalties

Ejecting: 
Players will be ejected from the tavern for stealing, and/or offensive (out of game type trash talk, not in-character insulting) language.  

Temporary Banning: 
If the player persists in breaking the laws after being ejected, the player will be temporarily banned from the tavern.  Temporary bans may be lifted after the offending party meets with the council to discuss the situation.  The council will assess the situation, and a vote will be taken to lift the ban, extend the temporary ban, or keep it in place permanently.  

Fighting in the tavern is not allowed, period.  Due to chaos that comes with fighting, the attacker will be banned from the tavern if the attack is unprovoked. If both parties are seen to be at fault, then both will be banned.

If a fight starts outside the defending party runs to the tavern because he/she did not wish to participate in the fight, the attacker will be banned if he continues the fight while inside.  If the defending party just uses the tavern to heal up, then return to battle, the defending party will also be banned upon returning to the tavern again.

Permanent Banning: 
If a problem player insists on continually breaking the laws, causing grief to others, and generally just being around to make an ass of himself, then he/she will be banned from the tavern and/or any other building permanently.

Rights of those who break the laws:
Temporary bans will be lifted after the offending party discusses the incident with the Rivendell Council.  This is to make sure the offender is aware of all of the rules of the town, so this type of indiscretion does not happen again.

Permanent bans may be lifted after the offending player convinces the Rivendell Council that he/she wishes to partake in the enjoyment of the community, but not at the expense of others.  This may mean a 180-degree turn around in their play style, but we don’t want to exclude anyone who truly wishes to change their ways.  Such decisions by the Rivendell Council will not be made lightly.  The offending player, wishing to reform, may be asked to prove him/herself for a period of time before the ban is lifted.  

Abuse of power by tavern workers should be reported to the Rivendell Council and backed up with proof (journal files and/or screen shots).
